In the current environment, what are the five most important skills for being an effective leader?-Federal Manager (GS-15) from HHS Picking the five most important leadership characteristics is an incredible challenge. I could play it safe and simply list the government's Executive Core Qualifications (ECQs): leading change, leading people, results driven, business acumen and building coalitions. Alternatively, I could list themes most mentioned by leaders in the current administration: employee engagement, innovation, collaboration, financial management and results-orientation. But I'll take a different approach.
